Turns out the "Lock screen after" timeout setting starts counting *after* the "Turn screen off when inactive for" timeout has been reached. The two options aren't even presented under the same subheading so it's quite unclear that they are connected...

Nevertheless the timer is working, so I guess there's no issue there. I might open a bug to propose making the settings UI for those options a little more self-documenting
